Regression: Weird overlapping of icons and buttons is seen in OOBE screen

Chrome Version:60.0.3112.101/9592.82.0 stable channel Daisy,Candy,Minnie
OS:Chrome

What steps will reproduce the problem?
(1)Recover Build ->In 'Connect to network' page,click on any network to open 'Join Wi-Fi network' overlay.
(2)Drag the overlay towards bottom-right corner(i.e; on Ubertray icons)and Observe (Kindly refer video)

Actual:Weird overlapping of icons and Buttons is seen
Expected:No such weird overlapping should be seen

This is a Regression issue as same is working fine in M-56

Note:
1.Issue is not applicable to Linux,Windows OS
2.Issue is also seen in latest M62

The strangeness is because transparent background is used for status area now.

IMHO, we should either prevent a modal dialog to not to go behind status area or restore status area background when a window goes behind it.
