Manage people dialog's width will auto change

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.90 Safari/537.36 Steps to reproduce the problem: 1. Open Manage people dialog 2. Minimize the window 3. Restore the window 4. Its width is bigger What is the expected behavior? Its width don't change What went wrong? those two pictures whill show the width change. Did this work before? No Chrome version: 60.0.3112.90 Channel: stable OS Version: 60.0.3112.90 Flash Version: 26.0.0.151

I can reproduce this issue on Windows-10 using chrome latest stable #60.0.3112.90. Steps to reproduce the problem: 1. Open Manage people window 2. Minimize the window to taskbar 3. Restore the window from taskbar 4. Its width will be bigger

Still no luck in reproducing this issue by following steps provided in comment #2 on Windows-10 using chrome stable #60.0.3112.90. Since this issue is unable to reproduce it from Chrome-TE end removing bisect label and requesting some one from profile team to look in to it. Thanks!
