User is taken to the New tab page when “Open All” is tapped from Recent tabs.

App Version: 61.0.3163.40 Beta
iOS Version: 9.3.5, 10.3.3
Device: iPhone 

Steps to reproduce:
  1. Launch app
  2. Go to Recent tabs. Long Press on the arrow to bring up the context menu.
  3. Tap on Open All from Context menu

Observed results:
User is taken to the New tab page.

Expected results:
User should not be taken to the new tab page.

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: Not tested
Bug reproducible on Safari/Firefox: Firefox: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version):  M60- Yes
Bug reproducible on the current beta channel build (App Version, iOS Version): Yes - M61

The pages are correctly opened in background, but as the recent tab screen is dismissed, the user is send back to the page viewed before (in this case NTP).

This has been the current behavior since the start. So this is not a bug.

+mardini should we change this behavior so the last tab is visible after Open All?

Yes. I believe changing the behaviour so that the last tab is visible after Open All would be an improvement but I wouldn't prioritize this work now,.
