Pashto locale set of digits is not consistent with other browsers

Issue description

Chrome Version       : 61.0.3163.39

What steps will reproduce the problem?
data:text/html;charset=utf8,<script>document.write((123456.789).toLocaleString('ps'))</script>

What is the expected result?
۱۲۳٬۴۵۶٫۷۸۹ (per Firefox and Safari and http://unicode.org/cldr/trac/browser/trunk/common/main/ps.xml#L775 )

What happens instead of that?
123,456.789
