Accessible focus moves to menuitem instead of pop-up button for <select> on Mac

Issue description

Chrome Version: 62.0.3181.0 (Official Build) canary (64-bit)
OS: OSX

What steps will reproduce the problem?
(1) Go to test page https://codepen.io/eplummer26/pen/gxWOaq
(2) Navigate to the <select> using VoiceOver
(3) Observe that the role announced is "menu item", not whatever role the <select> maps to on your platform

What is the expected result?

Accessible focus should move to the <select>

What happens instead?

Focus is moved to the selected menu item. This means that the label for the <select> is never announced until you use VoiceOver to move back up the hierarchy.
