Chrome repeatedly grabs focus when restoring tabs |

Issue descriptionRecently I've been closing and restoring Chrome a lot. I have about 30 tabs open and it takes ~30 seconds or so for the tabs to finish loading. No problem - I often go work on some completely different program. Except, Chrome repeatedly grabs focus - bringing itself to the front and stealing keyboard focus. This happens about five times each time I restore. Very reproducible. No data loss so far... I am running Version 60.0.3112.90 (Official Build) (64-bit) on a Google desktop machine running Windows 10 Anniversary Edition

+1, This happens systematically when a proxy auth is requested. Having those large number of windows asking for proxy, it continuously asks focus for input.
