actually if a disable popup blocker strict (another extension of mine) tampermonkey works just fine so i  can decide if disabling one or the other!!!

Tested on reported Chrome version #62.0.3181.0 on Mac 10.12.6 and Windows 7 and unable to reproduce the issue. Attached the screencast for reference.

Tested by following the below scenarios:
1. By enabling the extension Tampermonkey and setting the flag #out-of-blink-cors to default.
2. By enabling the extension Tampermonkey and enabling the flag #out-of-blink-cors.
3. By enabling the extension Tampermonkey, Popup blocker (Strict) and setting the flag #out-of-blink-cors to default.
4. By enabling the extension Tampermonkey, Popup blocker (Strict) and enabling the flag #out-of-blink-cors.

@ale160382 -- Thanks for reporting the issue. Could you please try by removing the other extensions and creating a new profile to verify if the issue still persists.

Re-tried the issue again on the latest Canary 63.0.3236.0 and Stable 61.0.3163.100 and unable to reproduce the issue.
Closing this issue as there is no update from the reporter for more than a month.

Please feel free to file a new issue if there are any issues on the latest chrome versions.
