UI for analysis cluster of swarmbucket builds and view step performance

Taking the custom script Dan currently uses to view swarmbucket builds and view step performance, intergrate it into an UI that is useful for builder migration

Dan to provide more details. 

This is not a priority at the moment. At most a P2. Filing bug based on foundation weekly discussions to track work.
