USB mouse support is broken |

Issue descriptionI've tested this on Samus device, M-61 latest build (9765.21.0). But this doesn't seem to be device-specific (reproduces on a few other my devices too). You can click with the mouse, but you cannot move it.

Can confirm Samsung ChromeBook 3 on Chrome OS beta channel. Developer mode is enabled. USB Mouse isn't working. On Samus this happens with the simplest Logitech B100 wired mouse. Strange, but wireless Logitech M510 (the one with Logitech proprietary USB receiver) works.
