USB mouse support is broken

Project Member Reported by alemate@chromium.org, Aug 10 2017

Issue description

I've tested this on Samus device, M-61 latest build (9765.21.0).

But this doesn't seem to be device-specific (reproduces on a few other my devices too).

You can click with the mouse, but you cannot move it.

Can confirm

Samsung ChromeBook 3 on Chrome OS beta channel. Developer mode is enabled.

USB Mouse isn't working. (I only have one to test but it works ok on other linux PC)

The peripheral seems to be correctly identified but, this is the relevant dmesg:

I can't click with my mouse so I'm not sure if it's the same bug.

alemate, is this w/ just one mouse device, or all mice?

On Samus this happens with the simplest Logitech B100 wired mouse.
Strange, but wireless Logitech M510 (the one with Logitech proprietary USB receiver) works.

Can you drop the bad mouse on my desk? I'll take a look. Thanks!
