UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.90 Safari/537.36

Steps to reproduce the problem:
1. Install webcam, drivers, updates etc.
2. run any web app that calls Flash to stream webcam video or audio
3. Installed webcam devices does not appear in drop-down.

What is the expected behavior?
The device list should display all video and audio devices such as webcams and mics, but instead shows nothing at all.  

What went wrong?
This used to work last week, but now does not. I even tested with a new installation of Chrome and Chrome Canary.  No difference.

Chrome version: 60.0.3112.90  Channel: stable
OS Version: OS X 10.12.6
