Create PreCQ builders to test manifest changes.

We have some code in the CQ to test manifest changes, but it's quirky and doesn't correctly blame CLs that break the manifest.

We should instead create PreCQ builders that test manifest changes, then submit from the PreCQ.

crbug.com/700527 looks like it's not tested in CQ
