[Predator] Investigate why predator didn't find any suspects after integration with clusterfuzz.

Predator recently successfully received messages from clusterfuzz and pushed back result messages to clusterfuzz, however there is no suspects found for those testcases. We should investigate the reason.

I took a look at a few of these on the CF side yesterday afternoon, and we're not finding anything there either. There could just be some issues that have piled up over time, but it's probably best to look at this at a very high level as opposed to thinking about what changed between the predator implementation and the old one in CF.
