Correctness of log upload time window

Please ensure that log upload for auto-launched kiosks does not cover the time before the device was used as an auto-launched kiosk. See issue 579579 for more detail.

This isn't what we decided with pcounsel/privacy team - system logs are OK to upload at any time (they are shared across sessions). Only *extended health info* has to be gated on auto-launched kiosks and it is currently.
