Pressing Reload on a failed view-source request loads the website instead of the source

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.78 Safari/537.36

Steps to reproduce the problem:
1. Start local webserver
2. Visit page on it
3. Shutdown local webserver
4. Right click page -> View Source
5. Restart local webserver
6. Press "Reload" on failed view-source page

What is the expected behavior?
After pressing Reload, the source of the webpage would be displayed

What went wrong?
The webpage is rendered, instead of its source being displayed

It looks like there is no reload button inside page in latest Chrome. Click by refresh button force correct view-source update.
Feel free to reopen if it's still an issue.
