54.0.2840.85 Chrome Version there i no problem with Download Resume. But the newer versions i am facing issue in Resuming the download,i verified it on latest 61 version too where same issue is observed, when and in which version this will get fixed?

logesh.sai, thank you for confirming that the issue is still happening. I am not able to get this to repro on my device. Could you please give us repro steps, including the file you are trying to download. It would also be very helpful if you could go to chrome://net-export, repro the problem and attach the logs to the bug.
