Timeout and Infrastructure Issues

Builders failed on: 
- enguarde-release:

These builders are all failing due to Infrastructure Issues Code 3 or SSH timeouts, so maybe it's caused by network issues in the lab?

enguarde is because of a shortage of working DUTs.  https://crbug.com/754311 

I haven't looked into the others yet.

The others all seemed to be caused by more examples of  https://crbug.com/753120 , which is caused by having a non-bad USB Dongle model in use in the lab.
