Tested the issue on Windows 7 and Mac OS 10.12.6 with latest stable 60.0.3112.90 and Canary 62.0.3181.0 with the below steps.

1. Launched Chrome and opened few tabs.
2. Dragged the window to the left and could observe the (-[]X) placed correctly on the screen.

I can see the problem in your attached screenshot. "Test _[]X" is on top of the tabs not next to them. Is that by design?

Thanks

Retried the steps mentioned in #1 on Ubuntu 14.04, Windows 7 using stable 60.0.3112.90 and canary 62.0.3185.0 on M45, could observe that on dragging the windows from right to left, the -[]X buttons are on the top of the tabs and not next to them.

Considering comment #2, marking this as Feature request.
Thanks for tracking this. I would suggest this be flagged as BUG not a feature request because it's not the way that we think it should behave and not nothing new.

Thanks
