persistent pop-up loading flash site

Chrome Version: Google Chrome	60.0.3112.90 (Official Build) (64-bit) (cohort: Stable)
62.0.3181.0 (Official Build) canary (64-bit) (cohort: Clang-64)
OS:Windows 8.1

What steps will reproduce the problem?
(1) in chrome://settings/content/flash
(2) add site https://a-rakumo.appspot.com/ to the allowed list
(3) go to site https://a-rakumo.appspot.com/time_recorder/checkin

What is the expected result?
load flash
What happens instead?
Flash is Not loaded popup everytime
other sites, for example http://bear71.nfb.ca/#/bear71 if added to the allowed list loads the flash without pop-up

on version 59.0.3071.115 (Official Build) (64-bit) works
