Dragging a Chrome tab creates new window on dual monitors after switching workspaces

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36 Steps to reproduce the problem: 1. Get dual monitors. 2. Add multiple Ubuntu GNOME worskpaces on the primary monitor. 3. Open Chrome with multiple tabs and move it to the secondary monitor. 4. Drag a tab — tab is being dragged OK. 5. Switch Ubuntu GNOME workspaces (move to the top/bottom one) 6. Drag a tab — tab creates new Chrome window instead of being dragged and rearranged in existing Chrome window. What is the expected behavior? Tab is being dragged and rearranged in existing Chrome window independent of switching workspaces. What went wrong? Tab creates new window when being dragged after switching workspaces. Did this work before? No Chrome version: 59.0.3071.115 Channel: stable OS Version: Ubuntu GNOME 17.04 Flash Version: This issue has been around years from now, I recall having it in Ubuntu 12.04. I believe this may be the issue with Chrome/Chromium rather than with Ubuntu/GNOME as there is at least one related issue with Unity: https://bugs.chromium.org/p/chromium/issues/detail?id=124761.
