Scrolling issue due to pointer event

What steps will reproduce the problem?
(1) sv.baidu.com
(2) Try to scroll top navigation bar


What is the expected result?
Scroll should be smooth

What happens instead?
Scroll is not happening.

Neither my Linux desktop nor my Nexus 7/Android M can repro this---I tried Chrome 59, 60, & 61.

- Please provide more info: Chrome version, OS version, device name.
- This seems unrelated to the CL pointed out.  Pointer Events shipped in Chrome 55, and the trial in this CL has expired already.
