3D sites are broken

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.90 Safari/537.36

Steps to reproduce the problem:
We are a provider of many millions of websites and online presentation.
The problem occurs in version 60.0.3112.90 in many 3D based sites.
It is a very generic problem. 
Here is one example:

There should be some text shown over the clouds ( the words "Get Aligned"  and some  icon. Clicking on the right arrow should do a smooth scroll to the next slide and show some text and image on the next slide, but the animation is bumpy and no content is shown on the next slide.
In Cannary version  62.0.3181.0 (and version 59) it behaves correctly like it always did.
So apparently this is fixed in 62, but please note it is a really bad issue that takes down millions of user 3D presentations and sites. We need to direct everyone to use a different browser now.
I don't know if it is fixed in version 61 and when that can be expected to publish. If you can tell me - we can decide how to update our millions of customers - if to wait few days/weeks or use a different browser than Chrome.

Able to reproduce the issue only on windows 10 touch laptop using chrome stable M60 #60.0.3112.90 and canary M62 #62.0.3185.0.

This is a regression issue broken in M60 and is reproduced only in windows OS.

Using the per-revision bisect providing the bisect results,
Good build: 60.0.3100.0 (Revision: 471639).
Bad build: 60.0.3102.0 (Revision: 472262).

You are probably looking for a change made after 471872 (known good), but no later than 471939 (first known bad).

To update:
After a lot of trial and error we added on many elements in the page the css attribute:
will-change: transform
It improved a bit (a bit less flickering) , but problem still remains

I think the hypothesis in comment 5 sounds likely. Note that vmpstr@ landed
and merged to 61 a potential fix.

I submitted the original bug. Just wanted to mention again that from our observations -  on Canary version 62 we don’t see the bug occurring , if this helps to anything,

This bug reproduced on Ubuntu 16.04 and 17.04
Chrome version: 60.0.3112.90 have huge memory usage on 3d tranforms.

In chromium version 59, this figure is 10 times smaller

Also reproducible with CSS parallaxes (i.e. items are just translated over z index and scaled)
