Devtools window doesn't appear after clicking on background page link button.

Chrome Version: 62.0.3181.0(Official Build)Revision c81633b02745de3295e97836086dbb7bc3e2f22c-refs/heads/master@{#493197}  (32/64-bit)
OS:Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

Precondition: 
1.Enable Material Design extensions flag from chrome://flags
2.Install the 'chrome-app-samples-master' folder from https://github.com/GoogleChrome/chrome-app-samples

What steps will reproduce the problem?

(1)Freshly launch chrome and navigate to chrome://extensions,Tick 'developer mode' checkbox.
(2)Click on 'load unpacked extension', select 'chrome-app-samples-master' folder.
(3)Install "clok" V2 apps,Click on iron icon > Chrome apps,click on 'background page' such that devtool window loads completely.
(4)Click on toggle button on/off and again click on 'background page',observe.


Actual: Devtools window doesn't appear after clicking on background page link button.

Expected: Devtools window should appear after clicking on background page link button.

This is a Non-regression issue seen from 'M54' series i.e 54.0.2787.0

the MD extensions page isn't complete, and this mostly just looks like an issue with not properly updating the UI when the state changes.

 This is fixed on Chromium M63 on Linux and Mac.
