Regression: 'No search results found' text seems to be misplaced on chrome://extensions page.

Issue descriptionChrome Version: 62.0.3181.0 Revision c81633b02745de3295e97836086dbb7bc3e2f22c-refs/heads/master@{#493197}(32/64bit) OS: Mac(10.11.6, 10.12.3,10.12.5),Windows(7,8,10),Linux(14.04 LTS). Pre-condition: Enabled 'Enable Material Design extensions' flag from chrome://flags. What steps will reproduce the problem? (1) Launch chrome, navigate to chrome://extensions (2) Type invalid text in search box and observe 'No search results found' text. Actual: 'No search results found' text seems to be misplaced on chrome://extensions page. Expected: 'No search results found' text should seen properly. This is a regression issue, broken in 'M-62', will soon update the other info: Good Build: 62.0.3180.0 Bad Build: 62.0.3181.0
