Issue descriptionApp Version (from "Chrome Settings > About Chrome"): 62.0.3180.0 canary iOS Version: 10.2 Device: 5S Steps to reproduce: 1. Press Voice Search 2. Press Home 3. Press Voice Search Observed behavior: After step 3, I am on a search page. It then goes to the NTP and then opens Voice Search. If I close Voice Search instead, it goes back to the NTP. Expected behavior: The NTP should not be opened (same case as if I hit the voice search button in the keyboard accessory view or the bar that comes up at the bottom after a voice search is performed). The previous today extension's voice search action, as well as the 3d touch "scan QR code" action, both open NTPs. Mardini, do you disagree that this is how it should work? Otherwise I'm going to mark this WAI.

Today extension purpose is an entering point to Chrome. The actions are designed for people who are doing a task in another app and want to switch to Chrome. This use case of hitting twice in a row voice search is odd. If a user wants to do 2 voice search in a row, he will likely use the omnibox button. In these conditions, when user uses Today extension, he will unlikely remember what tab was the front most the last time Chrome was opened. We don't want to close/reuse it, except if it is an NTP. This was the logic that explains the choice of always opening a new tab when using Today extension. One other example is that if you copy a link to http://www.google.com and press open copied link 5 times, it will open 5 new tabs to google.com. So this is WAI. We can change the logic, but current behavior seems logical to me.
