Navigation code still needs it until we switch the navigation code?  On the other hand I think this can be shipped without waiting for mojo loading ship. (Both should happen soon'ish though)

This issue has been Available for over a year. If it's no longer important or seems unlikely to be fixed, please consider closing it out. If it is important, please re-triage the issue.

Actually this is no longer true. The new Blob URL loading code path is enabled with network service and it is probably not worth the effort to try to make it work with network service disable ("streams" being the problem). So won't-fixing this.
