Consider implementing TextTrack.inBandMetadataTrackDispatchType

I don't have any particular context, but this API is one of only 2 I can find today which have shipped in every other browser for at least 6 months but not Chrome.  We should at least have a bug explaining why Chrome is the only browser not to have this API (if not just implement it).

I think this would depend on the in-band text track implementation. Looks like that is issue 590085 nowadays. Implementation-wise I think should be mostly plumbing.
