chromeos-server40.cbf appears to have been wiped? nyan_big and leon down.

Issue description

It looks like chromeos-server40 was reset to base ubuntu a little over 2 hours ago.

hwtests, load-balancing, etc are all broken for nyan_big and leon, which are assigned to this shard.

I've moved the boards back to master.

There seems to have been a tracking issue, and shuqianz@ reimaged this shard while preparing for a required migration in https://crbug.com/753890.
As a note, there was not alert of any kind saying that the shard was down.

And  https://crbug.com/754083  (setup_dev_autotest.sh breaking) prevented me from being able to run ncessary cleanup scripts (shuqianz@ ran them for me, but that shouldn't have been needed).
File  https://crbug.com/754091  for the alerting issue.
Moving the boards to chromeos-server44.cbf.
