crashpad: debug text file left behind after upload

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.31 Safari/537.36

Steps to reproduce the problem:
1. Attach a file to an email
2. 
3. 

What is the expected behavior?
File is attached and sent

What went wrong?
File is attached and sent leaving behind a Debug File in whatever folder the attached file originated from. See attached DEBUG File.

Did this work before? N/A

registration_protocol_win.cc mentioned in the log file appears to be part of crashpad.

Tested this Issue using chrome latest Stable # 60.0.3112.90 and Canary # 62.0.3181.0 on windows 7 by attaching PDF file,HTML file and observed no Debug File in Downloads folder.

madhu4125@ : Could you please confirm if this happens with any specific File.

I'm not sure there's much utility in saving these particular errors, so perhaps we should suppress them. Perhaps this log file should be going to a different location, is that what you mean?

That’s not a real stable Chrome release. What are you actually running, and where are you seeing this fie?

@mmanchala, Even i have verified that the issue does not happen on Windows 7 OS, it only happens on Windows 10 OS, the file is created regardless of any file which is uploaded.

@Mark the version of Chrome is Version 61.0.3163.39 (Official Build) beta (64-bit)

mmanchala, can you verify on Windows 10?
Tessted the issue using #61.0.3163.39 on Win 10 and was unable to reprodcue the issue by adding sample PDF, HTML files. Did not observe any Debug file left in the folder after attaching and sent the mail.

Please find the screen cast for the same.
