Files app: Screenreader navigation not working for menu bar dropdowns

Issue description


1. Turn on Chromevox
2. Navigate the actions on the menubar of Files app
3. When a user is able to enter the dropdown of actions associated with a menu item, the screenreader is not navigating this items correctly.

current behavior:
- Only the whole button can be focued by touching or keyboard navigation by ChromeVox.
- It it read as "open, button".
- Force-click shortcut of ChromeVox will trigger the default item.
- Enter key will trigger the default item.
- The button can be expanded by downarrow key, as a normal keyboard operation.

The button is src/ui/file_manager/file_manager/foreground/js/ui/combobutton.js, and it seems our next plan has been to deprecate it and use polymer element.

I just tested with keyboard navigation and ChromeVox and it I can navigate on the dropdown (gear/3-dots menu) and it's sub-items.

Closing this bug for now.
