What steps will reproduce the problem?
(1) Put the device in tablet mode, open the launcher, and enter a query.
(2) Leave tablet mode and close the launcher, then open it again.
(3) Dismiss the launcher.

What is the expected result?
The dismissal in (3) should animate properly.

What happens instead?
You see the launcher immediately go down to the peeking height, then animate normally.
