Forward declaration presubmit doesn't take into account includes after the declaration

gpu/command_buffer/client/gles2_interface.h makes some forward declarations that get used in the autogenerate gles2 interface.  However, the presubmit is not smart enough to understand that a forward declaration might be used in another file.
