White lines on top and bottom of full screen video on Twitter

Issue description

Chrome Version: 62.0.3178.0
OS: Android N
Device: Pixel
VrCore: 1.8.163477258

This is not a new regression. I'm pretty sure it's always been the case. I'm just logging it now.

Note that this does not happen with youtube.com videos

What steps will reproduce the problem?
(1) go to https://mobile.twitter.com/DisneyPixar
(2) Select one of the videos on one of the posts
(3) select the fullscreen button on the video player

What is the expected result? no jagged white lines on the top and bottom of video

What happens instead? jagged white lines show up on top and bottom of video. See screenshot.

Tibor, do you know if this relates to content size calculations?  Could we have an off-by-one rounding error causing this?

I have seen the exact same problem on youtube.com while playing around with the content resolution. It appears that only 16:9 aspect ratios prevent the white lines. Maybe twitter expects a different aspect ratio?
