Wallpaper user policy is not cleared properly

Issue description

Chrome Version: (copy from chrome://version)
OS: (e.g. Win7, OSX 10.9.5, etc...)

What steps will reproduce the problem?
(1) Enroll a device into enterprise management
(2) Login a test user, check chrome://policy to make sure the policies are loaded
(3) Set a user-policy controlled wallpaper in DMTest server or CPanel 
(4) Reload policy in chrome://policy and make sure the user-policy controlled wallpaper is fetched and set as the user's wallpaper
(5) Close the device
(6) Clear the user wallpaper policy in DMTest server or CPanel
(7) Open the device and login the test user

What is the expected result?
The user policy controlled wallpaper should have been cleared.

What happens instead?
The user policy controlled wallpaper is still in use. And the user could not set wallpaper by right clicking on the desktop and select the "set wallpaper.." context menu item.
