FR: Augment validation API so that per-file metadata links can elevate to the UI |

Issue descriptionCurrently the (awesome) UI shows all of the files in a given config-set, but the user experience for a newbie poking around the configs probably doesn't know what the various files mean, what services they control, or what their syntax should be. It could be possible to augment the validation API so that when a service validates some configs, it also returns metadata about them (links and such), which can then be exposed back through the `config.get_config_sets` API so that the UI can augment the files with all the extra info.
