cs.chromium.org should detect and display outages

When cs.chromium.org is missing files or the index is stale, it should display a prominent banner indicating this. Otherwise I'll assume the results are correct and may end up writing some incorrect code.

For example, in  issue 753900  several key files in //base are missing from search results. It would be great if there were a way to auto-detect this sort of issue and display it on the site.
