Issue descriptionDevice name: Windows 7 Pro From "Settings > About Chrome" Application version: 61.0.3163.31 Operating system:Windows 7 Pro URLs (if applicable): Steps to reproduce: (1) Go to Facebook will see background bleeding through text blocks (2) Go to youtube, buffering circle not displayed correctly (3) Very slow downloading, often stops for no reason Lots of little bugs in this release.

Thanks for filing the issue! Tested in chrome #61.0.3163.31 and Canary #62.0.3185.0 on win 7 and not able to reproduce the issue.Please find the screen shots for your reference. @ niall: Could you please let me know if i have missed anything and if possible,Please create new profile without extensions and apps.Re-check once and let us know the observations of the issue which would help us to triage the issue further.
