Several smoothness benchmarks failing across bots after reenabling yesterday

As part of the story reenabling fix-it yesterday, I reenabled several smoothness benchmarks on the bots (https://chromium-review.googlesource.com/c/606349). A few of them are failing and I'm going to use this bug to keep track of the disables that need to happen now.

- smoothness.maps is failing on Win 7 Nvidia GPU Perf, Android Nexus5 Perf, Android Nexus6 Webview, Win 10 High-DPI Perf, Win 7 ATI GPU Perf. Nexus 5 shard timed out, Nexus 5X timed out waiting for Javascript expression, 
- smoothness.key_desktop_move_cases is failing on all Android devices (duh). rnephew@ is actually handling this already in https://chromium-review.googlesource.com/c/608827
- smoothness.tough_pinch_zoom_cases is failing on Mac Pro 10.11 Perf

Disable still-failing smoothness benchmarks

This disables all failing smoothness benchmarks for:

  - smoothness.tough_pinch_zoom_cases
  - smoothness.maps

smoothness.maps was failing on Webview and Windows due to the bugs
linked to in the disables. smoothness.tough_pinch_zoom_cases is an
Android-specific benchmark that shouldn't have been enabled on desktop
platforms.
