Saving PDF of (some) maps yields a low-resolution unusable PDF

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36

Steps to reproduce the problem:
1. In Chrome, go to https://www.google.fr/maps/dir/Laugardalsholl+Sport+Center,+Engjavegur,+Reykjav%C3%ADk,+Iceland/Leifsgata,+101+Reykjav%C3%ADk,+Iceland/@64.1380109,-21.9008571,14z/data=!4m13!4m12!1m5!1m1!1s0x48d674be2b114ee9:0xa2418dfee7b696a4!2m2!1d-21.8767213!2d64.1401852!1m5!1m1!1s0x48d674cb191ce11f:0xa7877e866f097f94!2m2!1d-21.9236389!2d64.1396549?hl=en&authuser=0
2. Print using the Chrome drop-down menu

What is the expected behavior?
A usable, print-resolution map.  In many cases, jiggling the "Scale" setting will fix the problem; in this particular case, it doesn't.

What went wrong?
The map is too low-resolution to be useful: street names are unreadable.

Tested this Issue on  Windows-7,Windows-10,Mac-10.12.4 and Linux Ubuntu-14.04 using reported version # 59.0.3071.104 chrome latest stable #60.0.3112.91 & canary #62.0.3182.4  by following steps :

1)Opened  https://www.google.fr/maps/dir/Laugardalsholl+Sport+Center,+Engjavegur,+Reykjav%C3%ADk,+Iceland/Leifsgata,+101+Reykjav%C3%ADk,+Iceland/@64.1380109,-21.9008571,14z/data=!4m13!4m12!1m5!1m1!1s0x48d674be2b114ee9:0xa2418dfee7b696a4!2m2!1d-21.8767213!2d64.1401852!1m5!1m1!1s0x48d674cb191ce11f:0xa7877e866f097f94!2m2!1d-21.9236389!2d64.1396549?hl=en&authuser=0

2)selected Print option from Menu and saved PDF -> observed street names are readable

kosower@ Could you please find the attached screencast and let me know if anything missing from my end. Also please let me know whether this is High Dpi related?

We can't reproduce this either, but seeing the low resolution PDF is created by Skia, maybe Hal has some insight into why it's the way it is.
(I'm on leave and won't be able to look into this in any detail.)

If you have a color-filter or image-filter applied to the image, it will get re-rasterized at SK_ScalarDefaultRasterDPI.

If the image is a SVG and has no filters, you'll get vector graphics out. 
So one question is, are there any Chrome extensions installed that may have affected the rendering output?
Bug reporter: Can you try turning off any Chrome extensions you may have and see if that makes a difference? Maybe try asking a friend to print to PDF on a different computer and see if they can reproduce the problem as well.

We never heard back, so archiving this bug for now since we can't reproduce it.
