Smoke test for run_telemetry_benchmark_as_googletest

Add a CQ test to https://cs.chromium.org/chromium/src/tools/perf/scripts_smoke_unittest.py
for run_telemetry_benchmark_as_googletest
s.t like:
run_telemetry_benchmark_as_googletest tools/perf/run_benchmark dummy_benchmark...

This will help prevent massive breakages to run_telemetry_benchmark_as_googletest such as  crbug.com/751346

I'm pretty sure I added this already: https://cs.chromium.org/chromium/src/tools/perf/scripts_smoke_unittest.py?l=64
I probably marked it as the other bug, whoops
Reopen if there's a different smoketest to add
