Implement decision for RemoveArcData

Currently we are discussing two options, either we avoid deleting ARC
data for managed users, giving thus a period of grace for admins to make
mistakes, or deleting the data as usual.

Current implementation deletes the data when ARC is disabled. If we decide that it's good enough, then this issue is automatically fixed.

Status: WontFix (was: Assigned)
Nothing to do here, the decision is to let the functionality as was before. Remove the data when ARC becomes disabled.
