loading.desktop has bimodal benchmark duration and the longer mode occasionally times out at 3h

Issue description

Bah, seems like those 170m and 165m links are broken: here are better links.

It doesn't seem like there's any particular story that's a huge outlier, which makes me think that there's some environmental noise on the system that's causing it to sometimes run slower.

This seems to be passing after that CL, should we mark fixed?

#no: that is just a bandaid fix to increase the total timeout. I think we should reduce the cycle time by 20% to have room for upcoming SW tests.
Assign this bug to Sakamoto@ for culling stories in loading.desktop to reduce its cycle time by 20%.
