Confirm UI spec for NTP without tiles

We need to confirm the expected UX for the Chrome on Android NTP:

- Chrome Home: disabled
- Condensed: disabled
- Popular Sites: disabled
- Most Likely / Top Sites suggestions: not available

I feel the current UI places the fakebox / logo too low. See attachment for M60 Stable and M61 Dev status quos (look similar modulo color improvements).

I agree this feels too low. I've attached an updated spec.

Assigning to Bernhard, since I'm not sure who the eng owner is. I'm considering this a UI bug fix, so let's implement and then send an FYI to UI review. Please let me know if this change looks like it will be a substantial investment on the Eng side, rather than a simple fix.

We might well have the condensed layout enabled in M61, or Chrome Home in M63. In that case, this will no longer be relevant. Reducing priority.
