Confirm UI spec for NTP without tiles |

Issue descriptionWe need to confirm the expected UX for the Chrome on Android NTP: - Chrome Home: disabled - Condensed: disabled - Popular Sites: disabled - Most Likely / Top Sites suggestions: not available I feel the current UI places the fakebox / logo too low. See attachment for M60 Stable and M61 Dev status quos (look similar modulo color improvements).

I agree this feels too low. I've attached an updated spec. Assigning to Bernhard, since I'm not sure who the eng owner is. I'm considering this a UI bug fix, so let's implement and then send an FYI to UI review. Please let me know if this change looks like it will be a substantial investment on the Eng side, rather than a simple fix.

Branch point for M62 is tomorrow and we have a lot of other issue still for that. Moving this to M63.

We might well have the condensed layout enabled in M61, or Chrome Home in M63. In that case, this will no longer be relevant. Reducing priority.
