Video previews missing with Data Saver

Chrome r492919 / Android Nexus 5X

To reproduce:

1. Enable data saver.
2. Navigate to https://mltshp.com/p/1C2UL

=> Image preview not shown. It shows up if Data Saver is disabled.

I can reproduce this on 61 dev channel. 

mlamouri@: Is this related to Data Saver autoplay behavior?

Status: WontFix (was: Assigned)
This is WAI as we do not preload videos when Data Saver is enabled at the moment. This might change in the future though.
