Non-Regression: Dissimilar focus is seen for few buttons when Language is translated to Arabic

Chrome Version: 61.0.3163.39
OS: Ubuntu 14.04, win 7

What steps will reproduce the problem?
(1)Launch chrome>>chrome://settings/>>Click on add language>>Choose Arabic>>Check the tick box of Offer to translate page in this language
(2)Go to NTP>>Search for News
(3)Keep tabbing when you are navigated to news page

Expected 
Similar Focus should be seen for all buttons

Actual
Dissimilar/Uneven shape focus is seen for few buttons

This is Non-Regression issue seen from M-48

Able to reproduce the issue on Mac 10.12.6 using chrome version #61.0.3163.39.
