I can repro this in 60.0.3112.90. It's pretty weird and doesn't occur with all the videos, so I attached a recording. Interestingly I can also get the iframe to disappear when I right click on it, and messing around with the CSS of it sometimes makes it come back (temporarily). I get the same results as Erik though and can't reproduce this in Canary, so I think it might have been fixed? Tagging Blink>HTML>IFrame for help triaging.
