Inserted image along with text is not able to select when long press on image.

Issue description

This report will ONLY be viewable by Google.

Device name: Nexus 5x, G6.
Android version: 7.1.1
Fingerprint:
WebView version (from system settings -> Apps -> Android System WebView):
Application: Chrome 
Application version: 59.0.3071.125

URLs (if applicable):https://sceditor.com



Steps to reproduce:
(1) Open online editor https://sceditor.com in chrome.
(2) Enter some text, insert image (width & height:400) in same line.
(3) Long press on inserted image.

Expected result: Image should get select with options 'cut', 'copy', 'paste' etc.


Actual result: Image is not getting selected, hence user is not able to perform on any operation on image.

Please *do not* file private bugs unless it's absolutely necessary to include some confidential information. If you are reporting a bug on a public version of android on a released device, like this one, then filing it as a private bug just makes it less likely that the right people will see it and deal with it.

it does work if you make the image smaller. maybe there's some heuristics to not spread the start and end selections too far, since that's also a bad user experience. plus user can always use backspace. I don't think it's worth investigating further
