Non Regression: Unwanted blue line is seen on Learn more page when translated

Chrome Version: 61.0.3163.39
OS: Ubuntu 14.04, win 7

What steps will reproduce the problem?
(1)Launch chrome>>Click on wrench menu>>More tools, clear browsing data
(2)Click on learn more link
(3)scroll down the page and change the language to Hebrew/Farsi/Thailand, then click on translate button and observe separation line of different platforms

Expected 
Unwanted blue line should not be seen when translated

Actual
Unwanted blue line is seen on separation line

This is Non-Regression issue seen from M-46

Able to reproduce the issue on the latest canary(62.0.3180.0) of Mac OS 10.12.5 as well.
