Regression: Unnecessary Rats!WEBGL hit a snag error message is seen on webstore page

Issue description

Chrome Version:62.0.3180.0
OS:Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and open a fresh profile
(2)Kill all the tasks from task manager
(3)Open webstore page and observe

Actual:Unnecessary Rats!WEBGL hit a snag error message  is seen 
Expected: Instead, it should not be seen

This is a Regression issue broken in M-62 Will update other info soon...

NOTE: Issue is seen only on upgrade or re-install scenario.

Able to reproduce the issue on Mac 10.12.6 using latest canary #62.0.3180.0.
Issue is not seen on OS-Win.

Not my change. That just disabled a test.

+kbr since this seems to be webgl related.

Removing Bug-Regression and hasbisect and M-62 because it doesn't look like a regression to me - I can repro in 61.0.3163.49. Lowering to P3 because, as the GPU error log says, "GpuProcessHostUIShim: You killed the GPU process! Why?"

Able to repro on my mac/intel machine (although it took 2 tries). I'm more concerned that the web store using WebGL.

Maybe we should just dupe into  issue 575305 ?

Yes, this is purely a UI issue. It's not clear when or why pages request a WebGL rendering context.
