Regression:Traces of blue highlight remains after selecting/deselecting languages list.

Chrome Version: 61.0.3163.39 Revision 13880e9afd3e987ce49d7e0c3c3d0cb652474a30-refs/branch-heads/3163@{#389}(32/64bit)
OS:Windows(7,8,10),Linux(14.04 LTS). 

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://settings/ > Advanced 
(2)Click on 'Add language' under languages section.
(3)Now select/deselect languages list (i.e text) via mouse wheel and observe at then end of text.

Actual: Traces of blue highlight remains after selecting/deselecting languages list.

Expected: No such traces should be seen after selecting/deselecting languages list.

This is a regression issue broken in 'M61' and below is the manual regression range
Good Build:61.0.3132.0
Bad Build: 61.0.3133.0

Note: Issue not seen on Mac OS.

Using the per-revision bisect providing the bisect results,
Good build:61.0.3132.0(Revision:479900).
Bad build:61.0.3133.0(Revision:480259).

You are probably looking for a change made after 479981 (known good), but no later than 479982 (first known bad).

I looked into this and it seems to be a rendering issue. I happens on non-ascii text under some situations which I haven't nailed down yet. The task at hand is narrowing down an example/repro that can be sent to blink.

Note that if the checkbox is checked or something similar causes an update then this artifact will not appear.

Can we simply disable text selection for those paper-checkboxes? I played with it a bit and the end result seems a bit random. Chunks of selected texts are followed by non-selected text, followed by selected text again), see screencast.

Also note that this dialog also exhibits the unwanted behavior described at issue 746666.

Searching and selecting in an iron-list is generally problematic.
I'd started a CL here to simply disable the text selection in an iron-list, but hadn't yet decided if it was the right way to go. Maybe it is.
