What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now go to 'Application' section and click on 'Service workers'
3. Now press 'Tab' key to move focus highlight and observe new tab-serviceworker.js,stop and focus links

Actual: Grey focus highlight is not seen on some links. 
Expected: Grey focus highlight should be seen on all links

This is a non-regression issue, seen from M-59 series as 'Grey focus highlight' in devtools appears from build # 59.0.3059.0
